MANDURAH

 

Mandurah, the focal point of the fast-growing Peel region, is a coastal city situated where the Indian Ocean meets the Peel Inlet. The developers of Sanctuary Waters Mandurah were determined that the estate’s unique location should be complemented by quality dwellings.

 

In order to retain the exclusivity of Sanctuary Waters Mandurah each lot has covenants endorsed on its Certificate of Title ensuring residential development proceeds in keeping with the pristine surrounds and natural beauty of the area.

 

These protective covenants include but are not limited to:

Dwelling materials to be brick veneer, stone, finished or rendered masonry or rammed   earth.

Roofing to be non reflective

Driveways and crossovers to be approved by the project manager

Specifically with regard to the locality of Sanctuary Waters Mandurah the plan says in part; “The …….. foreshore is the only beach on the open estuary north of the inlet channel, providing direct access for the City of Mandurah and the regional road network

 

This is another ‘end of road’ situation at an attractive regional location where there needs to be provision for adequate parking, public toilets and shade near the beach. The area appears to have a high potential for tourism development including …. restaurants and the like.

 

 

Government incentives

 

Home buyers, particularly first home buyers, should be aware of the valuable assistance being offered in terms of Duty (formerly Stamp Duty) concessions and direct grants as at the date of this profile.

 

First Home Buyers

 

1)         Duty Concessions for First Home Buyers

For all contracts signed on or after July 1, 2008, first home buyers eligible for the WA First Home Owners Grant pay:

Since July 1, 2000 first home buyers may have been eligible for a $7000 grant provided they met certain eligibility criteria under the WA Government’s First Home Owner Grant Scheme.

Other Home Buyers

 

Purchasers other than first home buyers can still benefit from the new concessional rate of Duty effective from July 1, 2008.

 

Relevantly, when vacant land is purchased and building of a residence commences within 5 years of the date of the contract to purchase the vacant land, the transaction will initially be assessed at the general rate of duty, but can be reassessed once building has commenced.  However an application for reassessment must be made within 5 years of the original purchase or within one year of the date that building starts, whichever is the later.

NO RUSH TO BUILD

 

Many similar land releases impose an obligation on the buyer to construct a dwelling on the lot within a specified time frame.  The developers understand that purchasers do not want to be rushed into designing the home of their dreams (which can, of course, take time).  So there is no such obligation with the purchase of a lot at Sanctuary Waters Mandurah.

 

This means that buyers can seize the opportunity to purchase a lot at very reasonable prices in the current market, yet still take advantage of the confessional duty rates (whether first home buyer or not) if they construct a home within 5 years of that purchase.
